I’m so dim I don’t understand why 28 vouchers is such a big deal to warrant all this hoopla. ⁉️ 28??? Tell me the state has secured 100 and then I’ll see cause for celebration. Twenty-eight??? Seriously?
But no other communities got any!? The number is underwhelming, but I am at the point where anything is a + step forward. I also appreciate the collaborative effort which we do not often see. I'll take it-

It is not nearly enough. I think it gets us to like 40% of what might be needed, and the need is rising constantly.
